Committed to Harku parish!

Avo Sipelgas video
I have lived in Harku municipality since 2003. During this time, I have participated in four elections, been involved in the work of several NGOs, and carried out projects for the benefit of Harku rural municipality. I am a civil engineer by profession, having graduated from the Faculty of Civil Engineering of Tallinn University of Technology with a degree in construction management. I have worked in both large state institutions and private businesses. I also have experience working in local government, which is why I have the necessary know-how and am familiar with the specifics of local government management. In my free time, I do sports, and I also belong to the Harju district of the Estonian Defence League.

My worldview has not changed over the past couple of decades: the earth is not a legacy handed down to us by our ancestors for our use – it is entrusted to us for responsible stewardship by our descendants. The earth belongs to itself, together with everything that naturally forms part of it.
My understanding of local governance: the municipal council is a collegium of sovereign representatives elected by the people, where substantive debate takes place. Each council member is free in their decisions and represents their voters independently and according to their own expertise, involving scientific knowledge where necessary. In the council, coalitions and oppositions (and also “depositions”) are unnecessary, as the council must make the right decisions through substantive and precise debate. Logically, a purposeful council would be formed of representatives of local communities.

Aili Saar
I have been connected to Harku vald since childhood, spending summers in Türisalu and now living in Kütke village. Sport and physical activity have been my way of life since before starting school – beginning training at the age of six, a journey that has now continued with me as a coach myself.
Understanding that health is much more than just sport and movement, I graduated from Tallinn University, Haapsalu College, specializing in Health Promotion. Today I work as a coach, am employed by the Defence League, and volunteer in the Women’s Home Defence Organization (Naiskodukaitse).
I wish to contribute to our community by standing for a safe and health-supporting environment.

I have been a resident of Harku vald since 2003. I am married and the father of four children, three of whom are already adults. I am deeply interested in the wellbeing of Harku vald, with culture and education being especially close to my heart.
I have leadership experience in several institutions as well as in a nationwide organization. I work as a teacher at Tabasalu Music and Art School and as a conductor of wind orchestras.
I consider a person’s intellectual development important. For this, education and the best possible access to culture are essential. Already from kindergarten and school age, children must have access to as many developmental activities as possible. Self-development must certainly continue also in adulthood.

I was born in Tallinn in 1969, but for the past 19 years I have lived in Suurupi. I believe that is long enough for one’s “roots to grow deep” and for a place to truly become home. That is why I feel it is both natural and justified to take part in developing and improving my home area. For me, Suurupi is “a stronghold and a refuge,” a place I want to stand up for and actively support in its growth. I see participation in elections as a good foundation for making this wish a reality.
Two-thirds of my life has been connected with road construction. I began my career during an internship as a road worker, and in the years that followed I held nearly every role in road construction projects – from road worker to project manager. For more than 20 years, alongside other professional roles in the field, I have also led various road construction projects.

I have been a resident of Türisalu in Harku parish since 2015, where we have since built our home and family. I am a husband and a father of four daughters. Professionally, I work as a project manager in design and as an entrepreneur in both the trade and manufacturing sectors. My educational path has led me through higher education in business management as well as various technical study fields. Part of this knowledge and skill set I have also passed on into the education of our municipality’s children, having taught woodwork and digital technology subjects in Vääna and Vääna-Jõesuu for several years. Since 2017, I have been active in cooperation with the Türisalu Village Society, contributing to the development of village life and the organization of community events (Midsummer celebrations, fairs, Open Villages Day, and others).

I have been a resident of Tabasalu for over 20 years. From my studies, I have gained knowledge in both economics (Tallinn University of Technology) and social work (Tallinn Pedagogical University). For the past couple of decades, I have once again dedicated myself to accounting – I am the chief accountant of an accounting bureau and also provide services through my own company.
