Territorial planning
The greatest shaper of our living environment is spatial planning. Harku vald is highly valued as a place to live, and many people wish to move here. This means that we are under constant development pressure, which we must consciously and systematically manage and direct. Although over the past 12 years far fewer detailed plans have been adopted in our municipality than new houses built, as a result of the “cowboy development” of the 1990s there are still detailed plans in force that allow for the construction of 2,946 dwellings. In addition, 60–80 summer houses are rebuilt into residential homes each year. Compared with other municipalities around Tallinn, we have so far managed to develop in the calmest manner and have not allowed our municipality to urbanize. We want to continue ensuring that we do not become a suburb of Tallinn. We believe that population growth must remain controlled and moderate. We wish to preserve our existing milieu – our nature, our settlement pattern. We definitely do not support the initiation of new large residential area detailed plans. Even the implementation of old detailed plans must be controlled and go hand in hand with infrastructure capacities, as well as fit within existing comprehensive and thematic plans. New residents can be added only within existing settlements and villages. We do not support the creation of new dense housing areas, and we will not fill the land between villages with buildings. The present rustic environment – fields, forests, and bogs – must be preserved there.
Protecting nature
So far, we have managed to preserve the largest continuous natural landscapes near Tallinn, safeguarding them through the restrictions of the municipal comprehensive plan and the green network. Miners and developers are not welcome here. For additional protection of our natural environment, we have for years fully supported the establishment of the Sõrve national nature reserve, which is now reaching the adoption stage. Work is also underway to expand the Muraste reserve and to create the Suurupi local reserve. In addition, we are engaged in the preservation of the Muraste sacred forest and sacred hill. We support and take the lead in creating protected areas that help preserve the existing environment, where nature and people can coexist in harmony.
Schools and Kindergartens
In recent years, we have gained a number of new school buildings – in the past two years we have opened new schoolhouses in Meriküla and Tabasalu, and Tabasalu Gymnasium has started work in a new building. By the end of the year, Tabasalu Music and Art School will also receive a new spacious building. We see that in the coming years we will need another new school – Tiskre School – which must be opened in September 2023. It will be a 9-grade school, where children from Harkujärve will also have the opportunity to continue their studies in the lower secondary stage close to home. In 2022, Tabasalu School must also be reconstructed into a modern school environment. Our kindergarten plan is to replace the current temporary modules within the next five years with new kindergartens in Tiskre, on Mürsiku Street in Tabasalu, and in Vääna-Jõesuu, and to expand Rannamõisa kindergarten into the old schoolhouse there, thus giving new value to that historic building.
TAKU
Our cultural community has for years awaited a house of its own – a place to gather, to rehearse, to perform, and to enjoy the performances of others. We wish to build in Tabasalu the long-planned Tabasalu Cultural Center, or TAKU, where our people can come together and where guest performers can be invited.
Harbor stage
The Tilgu Harbor team has done excellent work. The harbor has developed and grown beautifully, and would now be perfectly suited for hosting summer concerts, where good music could be enjoyed with scenery of the sea and ships. For this purpose, we plan to build an open-air stage at Tilgu Harbor, where on summer evenings people can enjoy good music.
Indoor sports arena
A sports hall has long been planned along Harku Road in Tabasalu. We are in favor of creating additional opportunities for sports and support the progress of the sports hall plans.
Community hubs
In our municipality, community centers play an important role as gathering places and youth activity centers. Such a place has long been awaited also in Harku small town, and our plan is to make it a reality now. We are planning a community center in Harku, where local people can develop community volunteering, come together, and where children can spend their free time safely close to home. Current opportunities for gathering are limited, but there are many good ideas and solutions.
Public transport
A problem we want to contribute to solving – and to reach a result that satisfies the residents of the municipality – is public roads and public transport. It is clear that the mobility problem of smaller and more remote locations cannot be solved by improving bus transport alone. However, it is possible to encourage, for example, cycling as a way of getting to the bus. For this purpose, we want to install secure bicycle racks at public transport stops. We also wish to ensure that roads are passable by bicycle even in the rainiest weather. To address the transport problems of very isolated places, we plan to launch a demand-responsive transport project.
Movement in Nature
Our municipality is beautiful, with diverse nature, and we want to move around here on foot and by bicycle. To diversify recreational opportunities, we plan to build the Coastal Hiking Trail, which will make it possible to walk or cycle along the shore from Tilgu Harbor to Vääna-Jõesuu beach. We will also connect Vääna-Jõesuu and Naage with a cycle and pedestrian path, which does not necessarily have to run along the roadside for its entire length. In the southern part of the former rocket base in Türisalu, we plan the Türisalu Sports Park, which will create recreational opportunities for the residents of Türisalu and Naage and will connect these two villages with a cycle and pedestrian path. The recreational trails of Vääna forest we plan to connect with the cycle and pedestrian path along Sõrve road, thereby also creating a convenient cycle route from Vääna for schoolchildren to Tabasalu. The planned Tõlinõmme nature trail, blending into the natural environment, should help to open up one of the unique natural wonders of our municipality. For more convenient access to the beach, we plan to reconstruct the western staircase of Tabasalu Nature Park. The objects of the Peter the Great Sea Fortress, which are numerous in our municipality, also deserve further introduction and highlighting.
Eco-economy
An environmentally friendly Harku vald should, within its means, also take part in the green transition. Our goal is to have the first hydrogen buses running in the municipality within four years – either independently or in cooperation with our neighbors in Western Harju. Waste management is also important, and it can always be improved further, both in households and at waste stations. Contribution from Everyone Many problems get stuck due to lack of money, and many good ideas therefore remain unimplemented. We take it to heart to make our living environment such that all those who begin their daily activities in Harku vald would also contribute their tax money to the development of the municipality.
